Stages are independently re-runnable. Fix what broke, then re-run just that stage. Force all workloads to 0 must pass before worker-01 Ready — the engine refuses to power on worker-01 otherwise.

Addresses are re-verified by identity each run, not just "something answered". If a configured address goes dead the engine scans the subnet for the same device, records the new address here, and notifies — so a DHCP move never again reads as "the whole LAN is down".
